Topics include: regulatory tools, e.g., zoning and subdivision ordinances; review functions, e.g., design review and administrative review; and programs, e.g., growth management, capital improvements, community development, housing assistance plans; and political-procedural issues, e.g., permit streamlining, cost impacts.
